STATE RESOURCE CENTRE SOCIETY ADRI Details of Achievements

The State Resource Centre (SRC) Society ADRI has been functioning as a NGO and it has a mandate to provide comprehensive professional support to the adult literacy campaign in Bihar, supported by the National Literacy Mission Authority (NLMA) under the MHRD, New Delhi., The SRC has been functioning since 1995. but since 2007, as per the norms of NLMA, the SRC is functioning as an autonomous NGO with a Board of Director of its own and a Director as its executive head. There are 6 categories under which SRC provides professional services to the adult literacy campaign — (i) Training (ii) Materials Preparation, (iii) Environment Building & Awareness Camps (iv) Seminars Workshops and (v) Research. (i) The training agenda of SRC includes organisation of training for literacy functionaries at state, district, block and panchayat levels on the issues of — pedagogy, organisational management, administrative accounting skills and IT-skills. The trainees are — Key Resource Persons (KRP), Master Trainers (MT), Voluntary Teachers (VT), state officials, PRI members and other stakeholders. On an average, about 1500 persons are trained every year. (ii) Under Materials preparation, SRC prepares literacy primers, separately for each district, reflecting their own specificities, including dialect variations. Further, SRC also prepares books for continuing education of neo-literates on social, economic and cultural topics. Till date, SRC has prepared about — primers and — titles for the neo-literates. (iii) Towards creating an enthusing environment for adult literacy campaign in Bihar, apart from organising training programmes for local artists, SRC has also produced CDs and other IEC materials on adult education. Akshar Bihar, a joint literacy forum of SRC and Prabhat Khabar (a leading Hindi daily), is also managed by the SRC to seek the cooperation of local intelligentsia for the adult literacy campaign. The responsibility of creating wider awareness about the adult literacy is generally borne by literacy functionaries at the district block level. But SRC has been supplementing their effort by organising awareness camps for non-literate PRI members, who are expected to play a major in adult literacy campaign. In addition, under a Population Education programme, SRC has also organised awareness camps on health issues for HIV/AIDS, adolescent girls and inmates of red light areas. (iv) Since SRC activities are basically academics, organisation of seminars workshop is one of its regular activities. Apart from holding seminars workshop on many adult-literacy related concepts, SRC also organises an annual Myles Horton-Paulo Friere Memorial Lecture which has been delivered by very eminent scholars in the past. (v) The research activities of SRC mainly include evaluation exercises of adult literacy campaigns in adjoining states. But SRC has also conducted empirical studies to investigate the social impact of literacy in terms of fertility behaviour, women empowerment, enrolment of children in schools, health practices and the like. Although the literacy rates in Bihar are still the lowest in Bihar, the state has registered the highest decadal increase in literacy rate (17 percentage point) between 2001 and 2011. This was partly due to the success of adult literacy campaign in the state, supported by the SRC.
